Future-Proofing Your Energy: LPG Infrastructure and Strategy for 2027

As South Africa and SADC invest in LPG terminals and rail projects, learn how businesses can adapt.
This guide covers upcoming infrastructure (rail hubs, refineries) and tips on securing LPG supply contracts ahead of 2027.
Looking ahead, South African and SADC economies are doubling down on LPG infrastructure – a positive sign for businesses that rely on gas supply. In South Africa, plans are underway to restart refineries (e.g. PetroSA Mossel Bay by 2026, Durban Sapref) to boost domestic LPG output. Rail projects are also coming: Sunrise Energy’s 210,000 t/yr LPG terminal at Saldanha Bay began operations, and the state’s Strategic Fuel Fund is developing an additional 192,000 t/yr facility there. These moves aim to break the Western Cape’s seasonal shortages. President Ramokgopa’s government has even fast-tracked an MOU with Sasol to explore Matola LNG imports (Mozambique) and new regasification at Richard’s Bay.
Regionally, the SADC’s new Gas Master Plan (2023–2038) envisions $17 billion in power and gas infrastructure. Projects on the drawing board include Tanzania’s Tanga terminal (2027), Zimbabwe’s Cabora Bassa gas, and expanded cross-border pipelines. With these investments, LPG and natural gas access should improve from 2027 onward. However, planning is crucial: even official forecasts expect only moderate growth (SA ~1.8%, SADC medium-term ~5–6%).
For businesses, the message is: act now. Secure LPG supply before the next winter. Consider locking in multi-year contracts or shared storage, just as large consumers do. Watch for policy incentives: some countries will issue LPG licenses or subsidies for clean fuels. Diversify your energy strategy – perhaps blending LPG with renewable projects – but in many cases LPG will remain the most reliable choice in the short term.
